透過IIE(Institute of International Education)機構專業的企畫、協調和運作，並以Henry
Luce基金會為主要經費來源的支持下，在其合作主辦的ELM(Elisabeth Luce Moore Leadership Program
for Chinese Women)研習活動徵選中，以中國大陸、香港、台灣總名額僅8人的情況下，個人有機會成為當屆的台灣代表之一，參加了這項深具意義的活動。在活動中的研習內容極為廣泛，個人僅就以下三方面的反省，作為與大家交流的一些分享。
一、周延的準備，完備的規劃：談IIE在前、中、後行程安排上的重點內容
●活動前---
重點方式：
•IIE派員從紐約前來亞洲，實地參訪各學員所屬機構，並充分瞭解學員的經歷。
•緊密的用email與學員聯絡，以確認所有接待和課程事宜。
互動的領受：尊重、誠懇、親切、細心、清楚表達機構的立場與處理原則。

I understand your feelings about feeling exposed or standing
out. In part it may be that this is a very American way of introduction.
In some cultures it is not good to stand out, or people do not want
to draw attention to themselves or to brag, but in the US, we like
to have a clear idea about who people are. Many descriptions. of
us learn how to describe ourselves and our work in short "bite-size"
phrases and Preparing this kind of bio helps to give others a sense
of who you are. If there is anything that you truly do not feel
comfortable being made public, please let me know. Typically,I feel
that the more information people have about the work that you do,
and your interests, the more helpful they can be in helping you,
providing you with information, and introducing you to others.
But, I don't want to pass on any information that you are not
comfortable with, so if I ever write or say anything that is not
appropriate, please let me know
Also, right now you are seeing your bio on its own. As soon as
the other 7 women approve their bios, I will send them all out to
everyone. At least then you won't feel like to only one being written
about. Actually, I just remembered, you and Ms. Yang (who you will
be traveling with) both approved your bios, so I will write to both
of you in just a moment.

It would save you money if we booked your return flight from
New York (you would be flying from Hualien to Taipei to SF to Denver
to NY [to Toronto to NY] to Taipei to Hualien). Then you could purchase
a round-trip NY to Toronto ticket which would cost you about $350.
I know you aretraveling to Toronto with your mom,but it might be
cheaper to buy two round-trip tickets (NY to Toronto to NY, even
if you mom doesn't return to NY) than for you to pay $575 for us
to book your return flight from Toronto to Taipei.

重點方式：
•參觀、研討、學員彼此交流、當地文化認識、記者會、遊覽等時間安排得宜。
互動的領受：周到、尊重個別差異性、隨時回應所需、享受在被關愛中學習。
例：優秀的翻譯人員June May陪同全程活動。June曾擔任中國總理朱鎔基的指定翻譯人員。活動
行程手冊詳盡，不但說明每日衣著注意事項，更有重要集會地點的交通與地圖的標註。在
紐約Montauk, Long Island的行程，並交誼、研習內容，可圈可點，讓人印象深刻。
生活方面---
當每日壓力大時，IIE成員也預備按摩器供使用，並準備零用錢和電話卡給每個人。其他還包括，食：選擇風味獨特的餐廳，讓學員們盡興其中。衣：尋找資源借禦寒衣物。住：考慮到個人的需要，一人一間房間，並步行距離商圈林立。

Some of you visited in the US and Canada for a few days after
the end of the program, but I think that by now everyone has returned
home, so I wanted to say, "WELCOME HOME!" I know that
you all had an extremely busy one-month visit in the US, but I hope
that you all enjoyed your visit, learned a lot, and are now ready
to implement some of the new program ideas that you have developed
Please keep in touch and let me know how you are doing. I will be
out of town May 30-June 5 and July 4-17, but for most of the next
few months I expect to be in the office. Take care and thank you

主旨： 2002 ELM application; 2001 mini-grant application
Dear ELM alumnae,
My name is Cindy Marks and I recently joined IIE to work with
Susannah Spodek on the ELM program.
Applications for ELM 2002 We are now soliciting applications for
the 2002 program year. In past years, some of our best applications
have come through referrals from program alumnae, so we hope that
you will recommend people that you know. I have attached to this
email a copy of the 2002 ELM application. We ask that you please
pass on the application to anyone you think would be a good candidate
for the ELM program. You can also find the application materials
on the IIE Hong Kong website at http://www.iiehongkong.org/elm.htm.
The 2002 ELM program theme is economic empowerment (there is a brief
description of this on the website).
Mini-grant Applications
I am also attaching a copy of the 2001 mini-grant application.
Mini-grants are only available to ELM alumnae working in China's
Mainland, Hong Kong, or Taiwan. The maximum amount of funding through
a mini-grant is USD 1,500 (although this amount may be for full
or partial funding of a project). As a reminder, mini-grant proposals
must support the goals of IIE, demonstrate need for the proposed
project, and illustrate the anticipated outcome of the project.
This year's mini-grant deadline is September28, 2001. We encourage
you to submit proposals for new programs.
ELM Newsletter
We would like to compile an ELM newsletter to update everyone
on what is happening with other ELM alumnae. We encourage all of
you to send us any information you would like to share with others.
If youhave changed jobs, please send your new title and organization.
You can also send articles or digital photographs you would like
us to circulate. The information can be sent in Chinese or English
(or both),but should not be longer than one and a half pages. If
you send information in Chinese, please note in English what the
article or information is about. You may send personal information
you would like to update others about, or articles about work, or
updates about new work projects. Some of this information may be
sent to the program founder (Henry Luce Foundation), so if your
work/project is a result of the ELM program, let us know.
We're looking forward to hearing from all of you about your latest
work, to reading about great projects you would like to fund through
a mini-grant, and to hearing about the wonderful women you recommend

二、第七屆學員的潛力：談台灣、香港、中國大陸之華人NPO女性的交流經驗
從此行的研習經驗中 更清楚瞭解到，不單是美國，在兩岸三地，多數NPO的決策者也均為女性，抑或女性參與重要的決策角色。茲簡述此行參與成員中幾位伙伴的背景如下：
香港---
廖銀鳳
其所屬之群福婦女權益會，為香港地區重要的反家庭暴力團體，而多年前銀鳳本身仍是受害者。由受害者的角色，進而主動組成正式組織，在多年後於職場上全新出發，並成為反家庭暴力議題在香港於90年代之倡議、專業輔導者等角色的代表人物之一。銀鳳與所屬機構深刻了NPO在社會上的意義，即透過明確的使命與組織動員力，將小眾理念在大眾的主流訊息中發聲，並以充分的行動力實踐理念。
中國大陸---
李傲
在少數民族中擁有碩士學歷的女性堪為難得，李傲更以其法律專業，在NPO組織中實際扮演為民眾向公權力起訴的仲介角色。其所屬之武漢大學社會弱者權利保護中心，更積極於結合中國七所重要的法律院校，推動從教育中落實社會援助的法律意義；以展望未來法律系學生的觀念更新，來策動中國社會對法律觀念的省思。近年李傲並多次代表參加法律相關的國際會議，遠赴紐約、南非，儼然已為中國積極栽培的女性菁英份子。
馬小朵：
在1989年第一批開放准許農民進入城市工作的「打工」人口中，馬小朵是當時奮力突破困境，並仍在逆勢中力爭上游的極少數資深從農村到城市的外來人口。她在所屬機構打工妹之家，為著打工少女的工作權益、基本人權維護，以不顧己身安危的責任感與熱誠，處處表現出NPO組織在大環境中，堅持組織理念的決心和韌性。在這次行程的團體互動中，馬小朵常以獨到的發問與回應，伸張階級弱勢中應享有的人權與社會尊重，其勇氣與智慧深受敬佩。
其他成員還包括有：香港婦女中心協會中心主任羅櫻子，中國大陸第一家企業捐資成立的建國基金會秘書長楊煥鳳，陝西省婦女理論婚姻家庭研究會社會性別培訓中心主任王國紅，以及台灣最具聲望的租屋人權益團體崔媽媽基金會副秘書長柯玉芳。每一位所代表的領域並個人生命歷練的豐富，都是一本精彩的實戰記錄；而我們在各自的母語之外，可以用流利的華語，或叫做國語、普通話、北京話---總之，在異地（美國）結下難以忘懷的情誼，和未來極可能跨海岸共事的默契。
三、值得驕傲的台灣人：美國行後的省思
從NPO的多元議題與組織中，在這次行程的見聞裡，個人深切體會到台灣在經濟、政治以致於社會運動上的躍進，使得台灣人在各項議題的參與上，即使在先進的美國，都有足以提供與會者學習的實例和成就。
舉例來說，崔媽媽基金會在租屋權益的議題表現上，不但早期以「無殼蝸牛」的社會運動，形成與租屋仲介業者對話的開始，更開啟了免收仲介費的租屋市場新制；進而將搬家公司評鑑制訂標準化，以解決被服務者長年來受壓榨的搬家威脅；亦吸收受服務對象，加入成為法律、教育、網路等專業義工。
另外，門諾醫院在募款方式，以相對的極少數人力，不但提供了各項便民的捐款管道，並電腦資料庫的程式，迅速處理捐款者查詢的需要，而在勸募議題與形象建立的表現，亦是全體門諾人共同經營出的NPO典範。
此外，台灣學員在國際活動中的禮儀應對和紀律遵守，從用餐、集合的守時、團體活動中的謙和等等，台灣學員踏實的親和力，也在團體中讓國際友人留下印象。
後記：
2001年這一個月的豐富行程，帶給個人的影響，不同於一般研習後，只是瞭解了新技能，從此就劃下了句點；一旦成為ELM的學員，是進入了藝術教育、環保生態、社會服務、經濟發展等四大領域中，並成為社會責任感高的NPO工作者網絡之一員。我們都是女性，也是在兩岸三地並國際NPO組織中，開啟了新對話方式的一群姊妹；相信每位學員在學習後已蘊存的知識、技能並人際關係的能量，會不斷地在各自的工作領域中，釋放出得以成就其組織與組織所服務的人群上。
我相信這所有的研習行程，耶穌一直在天上作為我們的禱告和守護，並這一切的美善也都出於上帝的安排。因為ELM計畫重要資助人Elisabeth
Luce Moore女士，她的父母親早年都是獻身於中國大陸的美籍宣教士，在那戰亂、落後的時代，Elisabeth的父母為了傳揚耶穌的愛給中國人，以致他們的子孫也在生命中，延續了這樣無私的愛。在這世上一切都會過去，只有神的愛能長存，也只有這愛能在NPO的領域中，造就出以正直、清潔的動機，促使NPO工作者繼續行出改變制度和影響社會的良善。
